Should I edit out the glare? This is one of the few pictures I took of this tower that kind of gave me the sense of dizziness I had when I was there taking the pictures.

no, don't clone out - for me it shows the intensity of the sunlight.
I think the lens flare works here, but you might want to get rid of the dust particles on your sensor. They add some distracting glare of their own.
